Silver’s pledge to end tanking followed a lifetime ban on an owner and fines to Indiana and Utah. The NBA then released a set of draft‑lottery concepts that aim to reduce the incentive to lose.

The proposals include flattening odds from 14% to 8%, expanding the top picks to 6–18, enlarging the pool to 18–22 teams, averaging records over two years, crediting a minimum win floor, a tiered 5‑by‑5 draw, and a pre‑lotto floor randomization.
